1. Make the Dough: In a mixing bowl, combine all-purpose flour and salt. Add vegetable oil and mix well. Gradually add enough water to form a smooth, firm dough. Cover it with a damp cloth and let it rest for about 30 minutes.

2. Prepare the Filling: In a bowl, mix the mashed potatoes, boiled green peas, cumin seeds, garam masala, coriander powder, turmeric powder, chili powder, and salt. Add chopped cilantro and mix well until combined.
